Kudos to Assemblyman Benoit

Thumbs Ups for Assemblyman John J. Benoit, R-Bermuda Dunes, who has been appointed to serve on a newly created Assembly Republican Budget Reform Task Force.

Congratulations go out to Benoit, who will play a vital role in reforming California's budget system.

We need someone to watch over our taxpayer dollars and Benoit is a good choice for the job.

Benoit, who already serves on the Assembly Budget Committee, has said he plans to direct his attention to the sad state of California's financial condition.

He will introduce a state spending cap to limit spending and keep inflation in check.

The goal of the Assembly Republican Budget Reform Task Force will be to focus on fiscal reforms that allow the state to weather tough economic times without raising taxes.

Events today mark opening of 60/91/215 flyovers

Caltrans is holding a breakfast for more than 200 invited guests and a public ribbon cutting today to mark the opening of two freeway connector ramps on the 60/91/215 Interchange in downtown Riverside. The flyover ramps are not scheduled to open until the end of this month. Caltrans spokeswoman Rose Melgoza said the agency is holding the event early to avoid conflicts with the Christmas and New Year's holidays. The cost is being split by Caltrans and several government and corporate sponsors... The northwest connector is nearly a mile long and links northbound Highway 60 and I-215 to westbound Highway 91. It should relieve the worst of the tie-ups at the interchange, said Assemblyman John J. Benoit, R-Bermuda Dunes, who will speak at the ribbon-cutting. The southeast connector will allow drivers on southbound 215 to get onto Highway 60 heading east. Both rise about 100 feet off the ground at their highest point... Benoit said the flyovers are worth celebrating despite delays and cost overruns on the overall interchange project. He said he will watch for additional costs, but so far the increases have been within what he anticipated on such a large project. "This is a big milestone, and one we've all waited for," he said...

Assemblyman Benoit makes good move

Good for Assemblyman John J. Benoit as the only member of the Coachella Valley legislative delegation to turn down a pay raise.

Benoit, R-Palm Desert, declined the 2008 raise because he said the timing is not right, considering the state budget situation. Instead of being elevated to $116,208, Benoit's pay will remain at $113,098 because the state is facing an $8 billion shortfall. The move is an admirable, unselfish gesture, that is, quite frankly, refreshing in a public official.

Benoit flunks Dems on health care issue

Assemblyman John J. Benoit, R-Bermuda Dunes, gave Democratic lawmakers low marks for lack of forward motion on health care and water issues during the state Legislature's current special sessions.

"Not much is going to happen," Benoit said Tuesday during a legislative update to the Palm Desert Chamber of Commerce at Desert Willow Golf Resort in Palm Desert. "The health care debate is stymied and the majority has killed any discussion of water."

Benoit, who is in his second and last term as assemblyman in the 64th District, is running for the Senate in the 37th District, now held by Jim Battin, R-La Quinta. Key points from Benoit's speech:

Health care

"The proposal by majority leaders (includes) a 6.5 percent tax on employers, $2 per pack tax on cigarettes and a 4 percent tax on hospitals. Put that all together at a time when there's a $10 billion shortfall in government revenue - it's a program of questionable value."

The delta

"There is a proposal to make the (Sacramento-San Joaquin River) delta safe in case of a Katrina. An earthquake could close down the delta for two years. We need to do this, and Southern Californians need to support it."

SACRAMENTO – Assemblyman John J. Benoit (R-Bermuda Dunes) received a 100% rating from the California Chamber of Commerce for 2007 according to the organization’s recently released report card. The report, available online for viewing at www.calchamber.com, is published to help local Chambers of Commerce gauge their Legislator's performance. CalChamber rates each Legislator based on his or her votes dealing directly with business issues.

"I appreciate being recognized as a reliable vote against 'job-killer' bills," said Benoit. "When I first came to Sacramento in 2003, the state was in a fiscal crisis as businesses were fleeing the stateÂ’s anti-business climate. Through its well-organized business network, the CalChamber has helped reform the workers compensation system and advocate against new taxes so California's economy can remain strong. I enjoy hearing the voice of California's business community weigh in against legislation that threatens jobs and economic livelihood."

Last session, Benoit carried AB 510, a CalChamber-sponsored bill which would have provided flexibility for California's hourly employees to adopt a 4-day workweek schedule. Although the bill was rejected in the Assembly Committee on Labor and Employment on a near-party line vote, the CalChamber's committed advocacy led to the presentation of over 6,000 letters to members of the Assembly in support of Benoit's measure.

Assembly hearing looks at Inland lawmaker's plan to set 'drugged driving' limits

SACRAMENTO - A Riverside County legislator and law-enforcement officials Tuesday pushed for the state to adopt a zero-tolerance policy toward drivers with illegal drugs in their system.

California considers motorists to be under the influence of alcohol if blood-alcohol content is 0.08 percent or higher.

But there is no similar threshold for illegal drugs in California and more than 30 other states. Police officers and prosecutors complained Tuesday that the lack of a standard complicates trials and regularly results in authorities dropping charges of driving under the influence.

The well-known alcohol limit has "conditioned juries to expect to hear a number, to expect a statute that says, 'At this point, we don't tolerate it anymore,' " said Assemblyman John J. Benoit, R-Bermuda Dunes.

Benoit introduced a bill earlier this year that would make drivers be considered under the influence if they tested positive for any amount of drugs in their system. The exception would be marijuana, which stays in people's systems long past when it would impair them.

Illegal dumping, the abandonment of garbage on private or public property, is a serious problem that plagues our county and continues to grow in pandemic proportions across the state's rural communities.

This year, Riverside County code enforcement staff is projected to clean up and dispose of 8,750 tons of illegal refuse with the cost to the county approaching $1.3 million.

Illegal dumping has serious consequences, from presenting safety hazards to impacting property values and affecting our quality of life. Illegal dumping involves everything from tires and old couches left on the roadside to household hazardous waste, such as batteries, paint and antifreeze.

Besides the blight created by strewn bags of trash, illegal dumping creates logistical and hazardous challenges for emergency personnel when it is dumped in alleys, making this an urban problem as well. And often, it's the taxpayers in local communities who pay the bill to remove this debris.
